How can I do stuff like "Mental says quietly to you: ..."? |

You can use the sayto and say commands to talk to people in the same room as you. More than this, however, you can customise how you talk to these people.
If you want to talk to people 'quietly' or 'excitedly', you can use the syntax:
sayto womble @quietly I have a secret, can you keep it? You can also customise your tell command in the same fashion. For example:
tell mental @excitedly How do I get to Bes Pelargic?
