NPC's, or 'Non-Player Characters', respond to all different kinds of things.
The usual method to communicate with an NPC are the say and sayto commands. 'say' shows the room as you saying something out loud, and 'sayto' shows the room as you speaking to a certain object in the room.
For example:
say I am not a frog.
> You say: I am not a frog.
sayto cabbage @quietly You are looking rather blue!
> You quietly exclaim to the cabbage: You are looking rather blue!
Lots of NPCs also respond to soul commands. For example:
lick womble
> You lick the womble.
> The womble slaps you.

Play around with these kinds of commands - who knows what will happen if you treat an NPC the right way?
